The simple solution would be to ignore it and go forward with plans. it may have never been used as a cemetery. Zoning and planning will decide what goes on. They may not say anything about it if you don't.

Discarded Cemetery what now?
Acquired late last year a piece of land in the foreclosure auction that turns out was once a cemetery It had been listed several times with no bidders and I decided to take a risk. It wasn't a lot of money just wondering if anybody on here knows what my next step should be because I'm sure this will not be an easy one.
