Well, the owner is entitle to excess funds after all liens and judgements has been paid by the county, BUT, this is the big but. the owner is notified about the excess funds, is not that they receive it automatically, the owner has process to claim the excess funds, and thats why there are so many millions in the counties without been reclaimed.

That is correct but is not automatic, property owners must be aware and file for the surplus money in a limited period of time otherwise they wont get any funds.
