City and county lien

I'm researching a property the bank is foreclosing on. Preliminary title search also shows a city lien and a county lien recorded the same day as the bank note but they are not listed in the final judgement. Will the city and county still need to be paid after auction?

As Damon said, yes! you must pay those fees regardless of recording dates, local governemnt alwasy survives ALL auctions, Foreclosures and Tax Deeds BUT, in most parts it is negociable. I have negociated Code Enforcement liens up to 900k plus and never paid more than 10%, now you still need to ask the local CE office since each city is different and may have different parameters when it comes to negociating fees.
