Auction Cancelled After Winning — Payment Made, Refund and Title Questions

After I won the auction, a decision was posted almost immediately stating that the auction was cancelled. However, the Clerk of the Court told me that I was still required to make the payment, so I did.

What will be the outcome of this auction? If I am not going to receive the title, what is the fastest way to get my money refunded?

From what I understand based on other comments, counties tend to move very slowly in these situations, and even in the best-case scenario it may take around two months to receive a refund. Is there anything I can do to speed up the process?

I also learned that administrative fees are non-refundable, which comes out to about 1.5% of the purchase price. Is there any way to recover those fees as well?

Lastly, would it make sense to hire an attorney in a situation like this?
